The City of Reno, population 220,600, is the largest city in Northern Nevada. It is located in the southern part of Washoe County, nestled on the eastern slope of the Sierra Nevada Mountains in an area called the Truckee Meadows. Reno has a Council/Manager form of government. The Mayor is directly elected and one Council Member is elected at large. The remaining Council Members are elected by ward. The City Council is seeking a City Manager to oversee a budget of $410.2 million which includes redevelopment and capital projects. The general fund totals $180.1 million. The City has 1599 FTEs. Operating departments include Communications & Technology, Community Development, Community Resources, Finance, Fire, Human Resources, Recreation & Community Service, Police, and Public Works. The incoming Manager should build on the successes of the City and work toward the future of Reno. The ideal candidate should be a forward thinking, progressive, innovative and motivated individual who is willing to empower his or her staff and hold them accountable. The City Council is looking for an individual with strong interpersonal skills who can relate well to members of the Council, staff and the community. An individual who is visible in the community and will ensure that the City Council is kept equally well informed will excel in this position. A Bachelor’s Degree in public administration, business administration or a related field is required. A Master’s Degree is preferred. The salary for the City Manager is dependent upon qualifications; the City also offers an attractive benefits package.
Reno, The Biggest Little City in the World, is the largest city in northern Nevada and the third largest in the state with a population of 220,600. The metropolitan area, with a total population of nearly 418,000, is located on the eastern slope of the Sierra Nevada Mountains at an elevation of 4,500 feet. Reno’s location provides a temperate climate year round characterized by sunshine more than 80% of the year.
The surrounding area provides unlimited indoor and outdoor recreational activities. Within a fifty-mile radius lies spectacular Lake Tahoe and one of the largest concentrations of ski facilities in the world. Biking, camping, hunting, fishing, and mountain climbing are all available within a thirty-minute drive. Reno’s appeal is not just limited to recreational activities and entertainment. The highly rated educational system includes the University of Nevada, Reno, with 17,000 students who provide a positive ambiance to the community’s culture and diversity.
Reno also hosts many conferences and special events throughout the year, such as “Artown” (the largest single cultural event in America), Hot August Nights, the Balloon Races and the Air Races. Reno has experienced significant growth during the past several years, and has invested a significant amount of funding in the downtown area to modernize and beautify the infra-structure and facilities.
The region’s major industries include gaming, outdoor recreation, retail sales, technology, tourism, transportation, and warehousing. With an increasingly diversified economy, the region is strategically located along major transportation links. The enviable situation of no corporate or personal income tax also adds to the attractiveness and appeal of the City of Reno.
As is the case with cities throughout the country, Reno has experienced the affects of the recession. The City’s revenues are down and City Council and staff have had to adjust the budget and staffing levels to manage the loss of revenue. The City Council recognizes the need to make these adjustments and has been guided by a sense of fairness in its decisions. The Mayor and City Council recognize that it is of importance to position the City to take advantage of the impending recovery.
Economic Development will play a key role in the City’s future. Reno recognizes that the gaming industry is in transition and will no longer play a large role in the future local economy. Developing a strategic partnership with businesses and the community to enhance and attract economic development opportunities for the City of Reno will be a core focus as it moves toward the future.
The employees are one of the City’s greatest assets. Reno takes great pride in the positive relationships it has with organized labor. The City is currently in labor contract negotiations with three employee groups.
Reno is a full-service city with a total budget of $410.2 million and has approximately 1,400 full-time employees. The City has a Council/Manager form of government. The Mayor, elected at-large, is the formal representative of the City. The City Council is elected to staggered four-year terms with five members elected by ward, and one elected at-large. The City Manager oversees the operations of the City and appoints the Department Heads.
Operating departments include the City Manager’s Office; Communications & Technology; Community Development; Finance; Fire; Human Resources; Parks, Recreation & Community Services; Police; and Public Works. All departments operate on a program budget with 5-year business plans. The City has been successful in addressing operational efficiencies and improving service delivery effectiveness and is now focusing on creating a “great city” for our community.
The City government operates based on clearly outlined values, visions, and goals with a performance-based budget and well defined City Council priorities. A major objective of the City is to promote a clear understanding of City policies, issues and activities, as well as providing timely and accurate information on Council priorities, special events and services in an effort to enhance the public and City employees’ confidence in, and knowledge of City government. City of Reno management has facilitated organizational changes geared to make Reno a cutting edge city government. Major projects include a recessed railway, river front development, regional fiscal equity, and regional consolidation of services. More recent projects include the development of the Reno Aces Baseball Stadium, home of northern Nevada’s first-ever Triple-A baseball team, and the “City Council’s Green Priority” which has been implemented to enhance the City’s efforts to reduce its impact on the environment and provide leadership in the community to encourage residents and businesses to join in this effort.
The Reno organization shares a vision that includes a strong focus on community service, neighborhood based services, team work, and innovation. The values of the organization are based on four essential principles of respect, responsibility, responsiveness, and results.
The City Manager’s mission is to carry out the policies and programs approved by the City Council and to provide administrative leadership. With a total of thirty-two employees, the City Manager’s Office has one Assistant City Manager and a Chief of Staff.
The City Manager’s Office is divided into the following divisions:
- Administration implements City policy as directed by the City Council by providing direction and leadership to City Departments.
- Council Support prepares and distributes the Council agenda and agenda packets, coordinating requests for service from the Council, and providing assistance and office support for Council members.
- Intergovernmental Relations develops and implements an aggressive, responsible legislative lobby program; maintains active relations between local, state and federal legislative delegations to ensure positive impacts and promote Reno’s position on legislative issues; and enhances regional cooperation on issues related to consolidation of services and areas of mutual public policy interest.
- Community Relations is responsible for communicating the City’s mission, vision and priorities to the public we serve and making City government more
- Corporate Business Planning is responsible for developing and implementing City-wide business strategies and performance management systems to assure that the goals of the City Council and City management are realized and for identifying creative ways to supplement public funds in support of community goals.
- Internal Audit is responsible for conducting performance audits/reviews of City departments and programs to improve the efficiency and effectiveness of the City’s internal operations, and to ensure compliance with applicable laws and regulations.
- Special Events is responsible for showcasing Reno’s renaissance, contributing to vitality in the downtown, and enhancing the quality of life of residents and visitors to the Truckee Meadows.
The ideal candidate will possess a unique combination of interpersonal, organizational and management attributes in providing focused leadership and a guiding vision for the City of Reno. The new City Manager will be a collaborative, progressive, innovative, motivated and results-oriented individual who is willing to empower his or her staff and hold them accountable. The new City Manager will ensure that the City Council is kept equally well informed. The ideal candidate is a strategic, creative thinker who recognizes the current challenges as opportunities for success.
Candidates must have a Bachelor’s Degree in public administration, business administration or a related field; a Master’s Degree is preferred. Seven years of increasingly responsible experience in municipal government to include five years of administrative and managerial responsibility is also required.
In addition, candidates should possess a broad background in the management of a municipal enterprise. Experience in financial management; economic development and redevelopment; and labor and employee relations is also desired in the ideal candidate.

The City of Reno offers an excellent salary and benefit package. The salary range for the City Manager is open and is DOQ. The City also offers an attractive benefits package including:
Retirement The City offers a Nevada P.E.R.S. retirement plan that is fully funded with City contributions totaling 21.5% (vesting in 5 years).
Benefit Package Medical, dental and vision plans are presently covered 100% by the City for employee and dependent coverage.
Deferred Compensation 457 or 401(a) plans are available with a 5% City match.
Holidays The City offers twelve paid holidays.
Vacation Accrued at the rate of 8 hours each bi-weekly pay period.
Sick Leave Accrued at 4 hours each bi-weekly pay period.
Long Term Disability Insurance A City paid plan is available for employees.
Auto Allowance $500 per month.
Cell Phone Allowance $80 per month.
The City does not participate in Social Security, but a Medicare deduction is required (1.45%). There is no state income tax in Nevada. Partial moving expense assistance is available.
